It was noticed in a California earthquake some years ago
that unreinforced brick warehouses survived while reinforced concrete (an earthquake - resistant material) elevated freeways fell, and small apartment houses built on steel columns over open parking areas often dropped to the ground.
The older buildings are wood frame (pretty safe) and some are, just like in California,
unreinforced brick.
But it is impractical to retrofit the millions of
unreinforced brick and stone houses across the region.
