If you left out that sentence, which is more personal opinion than part of the answer, I think you would get more upvotes.
I upvoted most of the other answers talking about Mixed Economy, but they used a political approach while mostly ignoring the economics, which I think is really the heart of the issue here (since we are talking about how to organize an economy).
What's hilarious is that the «correct» answer with tons of upvotes doesn't cite any sources either.
As I said previously in my answer, I urge you to visit StackOverFlow elections page and see how well implemented upvote / downvote system is working in practice, for moderator election.

Your update really answers the question, so it would work better as an answer (can be upvoted, shows question has an answer etc.).
Thanks to this reputation system, it doesn't matter if you get a responsive answer from a person that uses his IRL name, or from a user with a mysterious pseudonym that has the picture of a slice of pie as an avatar... if this user was «upvoted» thousands of times in forums related to the field of computer programming you are most interested in.

Answer upvoted, but I believe your first point is a bit off.
But I don't know of any statute broad enough to include downvoting a question or answer, on a site people post on knowing that the whole purpose of posting is to allow their posts to be upvoted and downvoted.
They can also post new feedback posts, upvote existing feedback and search for posts, along with answering mini-surveys targeted for the general public.
