The most significant reform to affect the Court while Thomson was at the Department of Justice was the replacement of
the Young Offenders Act by the Youth Criminal Justice Act.
Extensive research was conducted and many meetings were held to determine what role SLS could play in the new
Young Offenders Act scheme.
