Having spent thousands of hours in shelters as a volunteer, I see these hapless
dogs often bounce from home to home, because shelters are not in the business or practice of rehabilitating problem
dogs (which shelters also don't utilize the
assistance of their skilled local trainers quite enough, in part because they think they know as much
about behavior as we trainers do, or think they know enough).
