Why would anyone expect them to care

policy - makers.
To accomplish this, researchers around the world should be requested to report on and document how
ethics and equity issues are being considered in public
policy debates
about national
policy within each country.
Because debates
about climate change
policy formation at the national level have often ignored questions of equity and fairness, there is a need to publicize how debates at the national level
about proposed climate change
policies acknowledge or ignore questions of equity,
