Without meaningful differences in outcomes between programs, policymakers, school districts, potential candidates, and programs themselves have little
information about program quality.
However, such general evaluations provide little
insight about program quality or which programs may work well to achieve particular goals for particular students.
Evaluations should be informed by
data about program quality and outcomes but state systems for collecting and interpreting data are often too limited to support such an approach (i.e., they lack direct measures of program quality and outcomes and the available data for indirect measures are insufficient or of low quality); and

In a July 2011 letter to NCTQ, former chancellor of California State University, Charles Reed, questioned whether the data collected was a «valid approach for drawing
conclusions about program quality and effectiveness.»
Almost every state has a Quality Rating and Improvement System, or QRIS, designed to measure and improve the quality of early childhood programs and inform parents and the
community about program quality.
While the specific goals of each QRIS might vary, they are designed to serve three purposes: to assess program quality; to inform
parents about program quality; and to provide a mechanism for program quality improvement.6

Evaluations should be diagnostic in nature, drawing on
data about program quality to inform inquiries into the sources of success and improvement, as well as areas of concern.
