They haven't always agreed — especially on which levels of government should do what, how many forms of

about consensus on the details of

Designing an effective charter
school policy therefore requires attention to details
about accountability and other features, such as whether enrollment in charters is unified with traditional
public school enrollment processes and whether charter
schools provide transportation for students.
If the new information surprises respondents by indicating the district is doing less well than previously thought, the
public, upon learning the truth of the matter, is likely to 1) lower its evaluation of local
schools; 2) become more supportive of educational alternatives for families; 3) alter thinking
about current
policies affecting teacher compensation and retention; and 4) reassess its thinking
about school and student accountability
policies.
Taken as a whole, information
about local
school rankings has a less substantial impact on
public thinking
about teacher
policy than it has on thinking
about school choice
policies.
Another key component is that we still have a massive hurdle in educating
policy makers, the media, and the
public at large
about what's going on in today's after -
school programs.
As a Catholic, a former seminarian, and a journalist who has written
about Catholic
schools (here, here, and here), I must admit to being of two minds on the question of whether Catholic
schools can be saved and whether their fate should be a
public -
policy issue.
And substantial percentages remain undecided
about charter
schools and other reform initiatives, suggesting that the current national debate over
school policy has the potential to sway
public opinion in one direction or another.
