Policymakers should think
about the ways in which certification,
licensure, and preparation produce (or don't) the number of
teachers needed to fulfill district needs.
The first responsibility of the
licensure process is thus to make clear, through the development of standards, what the license stands for — indeed, what it guarantees
about the knowledge, skills, and dispositions of the
teacher who holds it.
In particular, states appear to have taken a wait - and - see attitude
about changing their accountability systems or their requirements for
teacher licensure to bring them into line with the reauthorization of the Elementary and Secondary Education Act.
Fourth, big changes are brewing in
teacher preparation and
licensure as ed schools come under fire, as «alternate routes» proliferate, as programs like Teach For America get greater traction, and as more attention is paid to what a

about her subject than to what pedagogy courses she took in college.
The ETS is very upfront
about the issues surrounding the use of

licensure tests and entry tests as a measure of
teacher quality, but it also points out that doing so does make sense, because using this kind of test can show that, as it says, «an individual has acquired a level of knowledge that is acceptable for licensing a beginning
teacher, and that
teachers without this knowledge are unlikely to become effective
teachers.»
Of particular interest are the report's points
about the variation in state cut scores for
licensure tests (like Praxis), the need for smarter recruitment efforts for potential school leaders, and the
teacher - prep path taken by Finland.
