While great
teaching and learning is at the heart
of every school, evidence is mounting that
quality academics aren't enough to keep families enrolled and engaged.
The federal government, state governments, school districts, institutions

academic disciplinary societies all have a responsibility to act immediately to improve the

Particularly where students are most unable to reach the targets,
teaching to the test becomes the norm, and a reform initially advanced in the name

quality can drive practice toward the most anti-intellectual and least

The second is to educate individuals in the nature
of cooperation and constructive conflict resolution through the use
of cooperative learning (formal cooperative learning, informal cooperative learning, and cooperative base groups), cooperative schools (cooperative
teaching teams, school - based decision - making, cooperative faculty meeting), constructive controversy (
academic controversy to increase
quality of learning and decision controversy to increase
quality of decision making), and peacemaking (problem - solving negotiations, peer mediation, violence prevention).
Take, for example, the following declaration: «a large and growing body
of state and local implementation studies,
academic research, teacher surveys, and interviews with dozens
of policymakers, experts, and educators all reveal a much more promising picture: The reforms have strengthened many school districts» focus on instructional
quality, created a foundation for making
teaching a more attractive profession, and improved the prospects for student achievement» (p. 1).

of academic excellence for all students, Gardner Pilot Academy (GPA) provides high -
quality teaching, along with a range
of social, emotional and enrichment programs.
The second intervention was part
of Quality English and Science
Teaching (QuEST), a CREATE project designed to develop the science knowledge and
academic language
of English language learners and their English - proficient classmates in the middle grades.
Induction programs have also been found to accelerate teachers» ability to drive student learning gains: In one study, new teachers who participated in high -
quality mentoring and induction programs were able to lead their students to
academic gains equivalent to those
of fourth - year teachers who did not receive such support as beginning teachers.63 Similarly, a study
of the California Formative Assessment and Support System for Teachers, a statewide induction program, found that the induction program had a positive effect on both instructional practice and student learning, with students attaining a half - year's additional growth when they were
taught by teachers who were highly engaged in the program.64
She pointed out that other
academics, such as Professor Rob Coe, have previously shown that peer observations focused on rating individual aspects
of a lesson did not change pupil outcomes, and have suggested that it is hard to judge
teaching quality in this manner.
