graduation as measured by standardized high school end of course assessments.

The draft contains a number of elements we can support, including the removal of one - size - fits - all

States with NCLB waiver plans would be able to continue their
accountability systems; all other states would have to develop systems that include student achievement and growth; English language proficiency; and,
