This analytical report explores and unpacks what were the drivers and process to develop joint national action plans on disaster risk management and climate change (JNAPs) and sustainable development plans addressing disaster risk reduction (DRR) and climate change adaptation (CCA) in Pacific islands countries.

This analytical report presents the concerted action taken by the UN system to assist people and communities in developing countries to adapt to climate change through: (i) risks, impacts and vulnerability assessment; (ii) adaptation planning, including creating an enabling environment; (iii) the implementation of adaptation measures, which includes UNISDR's work on climate change related disaster risk reduction and risk sharing; (iv) awareness raising; and (v) knowledge sharing and facilitate learning.

(Sec. 265) Authorizes the Secretary to establish a research program to: (1) identify the factors affecting consumer actions to conserve energy and make improvements in energy efficiency; and (2) make grants to institutions of higher education to study the effects of consumer behavior on total energy use, the potential energy savings from changes in consumption habits, the ability to reduce GHG emissions through changes in energy consumption habits, increasing public awareness of federal climate adaptation and mitigation programs, and the potential for alterations in consumer behavior to further American energy independence.

This policy document provides guidance on what forest managers should consider in assessing vulnerability, risk, mitigation options, and actions for adaptation, mitigation and monitoring in response to climate change.

Nearly 90 percent of countries that submitted new climate action plans included an adaptation component, reflecting the growing importance nations are placing on resilience in their response to climate change.
