Adaptation Plans With plans that incorporate
efforts made by the Commerce, Agriculture, Energy, Transportation and Defense departments, among others, the administration's
effort acknowledges that climate impacts are happening now and
require action
The numerous rules will address issues such as how countries will track and report their emissions and have them verified, all in a transparent way; how countries will be
required to communicate their future emissions - reduction plans as well as their pledges for funding
adaptation efforts; and if and how market mechanisms, such as emissions trading between countries, will be applied to national targets.

Today's
efforts to reduce emissions will, in due course, determine the severity of climate change, and thus the degree of
adaptation required — or even possible — in the future.
A range of mitigation and
adaptation efforts are
required, including changes in lifestyle and unsustainable consumption patterns mainly in the rich, developed countries that have accumulated an ecological debt to poor communities in the global South.
The social, behavioral, and economic sciences are also
required to move
adaptation efforts and build resilient qualities in communities across the nation.
Ultimately, from the perspective of policy makers and the general public, the impacts of climate change and the
required mitigation and
adaptation efforts are largely the same in a world of 2 or 4 C per doubling of CO2 concentrations where carbon dioxide emissions are rising quickly.
I have discussed the significant contributions and compromise that Indigenous people in Australia will be
required to make to assist with mitigation and
adaptation efforts, and to increase the capacity for the Australian environment not only to withstand the impacts of climate change, but to ensure that our country is in a position to effectively participate in the emerging global markets.
With an intimate knowledge of the environments in which we live, it is expected that we will also be
required in some instances to contribute to the
adaptation effort.
