One major point of pushback to using test scores in teacher
evaluations has been the concern that such tools, known as value -
added measures, reflect student demographics more than a teacher's ability, and penalize teachers who take on more difficult students.

This is telling, and it brings us back to the two premises (out of three) that guide the MET project — that value -
added measures should be included in
evaluations, and that other
measures should only be included if they are predictive of students» test score growth.
This approach is different from using value -
added measures of standardized tests as a significant component in an
evaluation and separates the San Jose system from one favored by reform groups like StudentsFirst.
In most cases, new teacher
evaluations will consist of two parts: observations of classrooms, which look at how teachers teach; and outcomes on tests, including scores for students and value -
added data, which
measure how students progress.
They conclude that
evaluation methods based on value -
added measures are unhelpful to teachers at best and demoralizing at worst.
(c) Beginning with teacher

What reformers should do is develop the tools that can allow families to make school overhauls successful; this includes building comprehensive school data systems that can be used in
measuring success, and continuing to advance teacher quality reforms (including comprehensive teacher and principal
evaluations based mostly on value -
added analysis of student test score growth data, a subject of this week's Dropout Nation Podcast) that can allow school operators of all types to select high - quality talents.
Teacher
evaluation systems can have high stakes for individual teachers, and it's important to ask how new
evaluation models — including value -
added measures — serve teachers as they strive to improve their practice.
And beyond the school and district accountability provisions spawned by No Child Left Behind and its kin, many states have upped the ante to incorporate teachers» contributions to their students» test performance into teacher
evaluation systems, and these value -
added measures require testing large numbers of students.
Regardless, and put simply, an SGO / SLO is an annual goal for
measuring student growth / learning of the students instructed by teachers (or principals, for school - level
evaluations) who are not eligible to participate in a school's or district's value -
added or student growth model.
In the recent drive to revamp teacher
evaluation and accountability, teacher value -
added measures have unquestionably played the starring role.
This might be reasonable when value -
added is used to
measure instruction, while a less structured principal
evaluation might capture contributions to the school community that are unrelated to classroom instruction.

added methodology is being applied to the
evaluation of teachers in tested grades and subjects, but the vast majority of the research on value -
added measures focuses on elementary schools only.

evaluations,» said a friend, colleague, co-editor, and occasional writer on this blog (see, for example, here and here) Kimberly Kappler Hewitt (University of North Carolina at Greensboro).
The authors
add that] to ensure that
evaluation ratings better reflect teacher performance, states should [more specifically] track the results of each
evaluation measure to pinpoint where misalignment between components, such as between student learning and observation
measures, exists.
The connection is nearly identical to the correlations that prior studies have found between value -
added measures and confidential low - stakes
evaluations of teachers by their principals.
The authors» second assumption they imply: that the two most often used teacher
evaluation indicators (i.e., the growth or value -
added and observational
measures) should be highly correlated, which many argue they should be IF in fact they are
measuring general teacher effectiveness.
Finally, we consider how the current body of knowledge, and the gaps in that knowledge, can guide decisions about how to use value -
added measures in
evaluations of teacher effectiveness.
In particular, value -
added measures can support the
evaluation of programs and practices, can contribute to human resource decisions, and can be used as incentives for improved performance.
Accordingly, they
add that «
evaluations should require that a teacher is rated well on both the student growth
measures and the professional practice component (e.g., observations, student surveys, etc.) in order to be rated effective» (p. 4).
He finds that value -
added measures are positively correlated with other
measures of
evaluation, but not very strongly.
Value -
added scores account for up to 50 percent of
evaluations in some states, and a smaller portion in many others, with the remainder of teachers» ratings comprised of classroom observations and other
measures.
In the same year, a policy report from the Brookings Institute, Evaluating Teachers: The Important Role of Value -
Added suggested that VAM should not be
measured against an abstract ideal, but rather should be compared to other teacher
evaluation methods to determine its potential usefulness.
I also argued (but this was unfortunately not highlighted in this particular article), that I could not find anything about the New Mexico model's output (e.g., indicators of reliability or consistency in terms of teachers» rankings over time, indicators of validity as per, for example, whether the state's value -
added output correlated, or not, with the other «multiple
measures» used in New Mexico's teacher
evaluation system), pretty much anywhere given my efforts.
Currently, a number of states either are adopting or have adopted new or revamped teacher
evaluation systems, which are based in part on data from student test scores in the form of value -
added measures (VAM).
As Dropout Nation noted last week in its report on teacher
evaluations, even the most - rigorous classroom observation approaches are far less accurate in identifying teacher quality than either value -
added analysis of test score data or even student surveys such as the Tripod system used by the Bill & Melinda Gates Foundation as part of its
Measures of Effective Teaching project.
