Today, I finally read what I think is the text of the bill and its accompanying analysis from the official site of the Canadian parliament and, as far as I can tell, all this bill is doing is
adding gender identity to the list of reasons for which one should not be discriminated against.

This week, the Saskatchewan government amended its Human Rights Code to
add gender identity as a prohibited ground of discrimination, joining the Northwest Territories, Ontario, Manitoba, Nova Scotia, P.E.I. and Newfoundland and Labrador in so doing.
If passed into law the Bill would amend the Canadian Human Rights Act to include «gender identity» as one of the prohibited grounds of discrimination and would change the Criminal Code to similarly
add gender identity under Canada's hate crimes laws.
