The Guttmacher study ranked Nebraska, North Dakota, Indiana, Ohio, and Utah lowest among the 50 states, finding they lag significantly in providing
adequate access to contraceptive services.
The curricula were considered weak in a number of areas: They emphasized abstinence; lacked
adequate basic information on
contraceptives, condoms, sex and sexual health; excluded key topics such as reproduction, STIs, abortion,
access to condoms and sexual health services; and omitted other social and contextual aspects, such as harassment and parental monitoring.
