children of color being raised by white parents - which often occurs with international
adoptions - are less dire than critics believe.
If an agency hikes up the
adoption fees for the most «in demand» babies (typically white, healthy newborns) while «discounting» the
adoption fees for babies in less demand (
children of color, especially males), they are not only baby selling (see point # 1), but they are also allowing only the wealthier families to adopt white
children while «limiting» less wealthy families to
children of color.

NACAC believes that community - based (i.e. churches, advocacy groups, and other organizations reflective
of populations
of color) minority and specialty foster care and
adoption agencies offer excellent opportunities for recruiting families who reflect the racial and ethnic background
of children in care.
Many
of these
children are ages six and older, are
children of color, are a part
of a sibling group and many have not yet been legally freed for
adoption.
We had heard that the
adoption process takes a long time, but for
children of color, that's not necessarily the case, especially when it's open and the parents are a couple
of color.
