Our market study was prompted by a
range of concerns raised by interested parties, including concerns relating to the
affordability of legal services, the high proportion of consumers that were not seeking to purchase legal services
when they had legal needs («unmet demand») and the possibility that regulation might be dampening competition.
And this is the important part:
when the government says «better,» it's thinking in terms of
affordability, efficiency and cost - effectiveness, not in terms of full legal representation or access to the complete
range of legal solution.
