Muller and his co-author, Akshaya Jha from the Heinz College of Information Systems and Public Policy, used annual data provided by the Environmental Protection Agency (EPA) to determine whether a county within the United States was compliant with the National Ambient Air Quality Standards (NAAQS)--
air pollution standards established by the Clean Air Act Amendment of 1990.
