How the National College for Teaching and Leadership uses the teacher supply model (TSM) to
allocate training places to schools and training providers.
And so that the best providers can plan ahead with a greater degree of certainty we will explore ways to
allocate training places for several years so we can move away from the short - term allocations system of the past.
The new criteria aims to give «greater certainty» to the best providers, both school and university led, by
allocating training places according to performance and giving allocations over several years.
This guidance is for School Direct lead schools and ITT providers who are
allocated training places in:

allocating training places to universities in a way that will allow them to plan strategically over a number of years.
Not exact matches
That includes, for example, not just saying to any university, «you can
train as many teachers as you like», but to actually
allocate places.
According to the Department for Education, there were 56,735
places allocated to initial teacher
training providers (ITT) and school direct lead schools in 2017/18, of which 6,672 were for undergraduate ITT; figures, which continue the increase in the number of aspiring teachers choosing on the job
training as their preferred method of a route into teaching.

training places from September 2017 onwards «will be published shortly», according to the statement.
The Department for Education wants more
training taking
place in schools, which means the number of
places allocated to universities will fall sharply.
The announcement that 17,000
training places will be
allocated to the School Direct programme in the next academic year defies common sense and evidence about the programme's recruitment.
Training places are
allocated to the lead school on behalf of the partnership, usually for one year.
Under the programme, PhD students are found School Direct
training places and are then
allocated to placement schools for two years while they work towards qualified teacher status (QTS) and the requirements of their newly - qualified teacher (NQT) year.
Noble - Rogers said that, at a time when both headteachers and Ofsted are concerned by a crisis in teacher supply, it is «outrageous that
training places are being
allocated under a veil of secrecy».
In particular, they want to know the number of
places allocated across different routes: through higher education institutions (HEI), school - centred initial teacher
training (SCITT), and School Direct, to get an accurate picture of recruitment and local needs and to «plan for the future».
