The current government provision already
allows for a qualification - related higher ratios: those with Early Years Teacher
of Professional Status can care for
children aged 3 and 4 in
groups of 13 rather than 8.

allowing children to delay starting school and join a different year
group, I think we need to make our schools more responsive to the needs
of all
children and their parents (for example, by staff supporting younger
children's transition to school and making sure teaching and learning is differentiated by
age).
