States including Connecticut and Illinois, which had
already raised their age of criminal responsibility to 18 in previous years and saw drops in juvenile crime, are now considering raising the age to charge one as an adult to the age of 21.
The final agreement not only burnishes Cuomo's liberal credentials by extending (though not expanding) the millionaire's tax,
raising the
age of criminal responsibility of New York and addressing the high cost
of college tuition for members
of the middle class, it also dramatically increases his (
already considerable) budget powers, enabling him to single - handedly make spending cuts in the event
of widely expected future federal funding reductions.
Cuomo
already signed two executive orders to push the issue
of pay equity, and he's using executive clemency powers to erase the convictions
of 16 - and 17 - year - olds who would benefit from
raising the
age of criminal responsibility.
