«This consent decree is the first in the country to recognize what everyone already knew - laying off teachers at
already vulnerable schools can and does deny kids their right to educational opportunity.
The teacher shortage across the country has left
already vulnerable schools and districts at a deficit, wielding rates of 40 to 50 percent of new educators leaving their jobs within the first five years of teaching.

This is how it works: • The Children's Centre manager identifies relevant agencies
already dealing with
vulnerable families — for example
schools, health visitors or a local homeless families unit • A simple form summarising the facilities and activities available at the Centre, and asking for a parent's contact details and a signature, is created • The manager / staff at the other agency agree, as part of their usual data recording protocols, to ask relevant service users to fill in the form.
Although we found that VAM scores didn't affect teachers» sense of self - efficacy at the Wright
School, our conversations with teachers at other
schools have made clear that low VAM ratings can be demoralizing, especially when teachers
already feel
vulnerable.
Further, while we
already had a network of
school - based teams charged with coordinating social services and academic supports (the district had a long history of doing this kind of work), we realized that we had to expand it, given that our EWI system promised to identify many
vulnerable students who had previously slipped through the cracks.
But thanks to the tireless advocacy of Connecticut's charter public
school community, our kids won't have to suffer damaging cuts that could have brought incredible harm to
already vulnerable communities.
But for the children who are thriving in charter public
schools, many of whom are themselves
vulnerable, protecting them from further harm and investing in what's
already working was the right thing for our lawmakers to do.
Yet the American state of Oregon, where more than a thousand
schools are
already known to be similarly
vulnerable when the great Cascadia fault off the Northwest Coast next heaves, still lags terribly in speeding investments in retrofitting.
