the alternator voltage regulator, which took the battery out with it.

If there is no
voltage here then the
regulator in the
alternator is no good.
We ran the tester again, and it said that the
alternator was good but that the
voltage regulator was bad.
Assuming there is good belt tension, there may be an issue with your
alternator's
voltage regulator, which is built into the
alternator in most modern vehicles.
While your
alternator tested good, the
voltage regulator may have an intermittent issue which could explain the erratic performance you are experiencing.
This question is already answered, but it is worth noting that a distinct stereo whine that changes pitch with engine speed can be indicative of an issue with the
alternator and / or
voltage regulator.

When the engine is running, the
voltage should track the
alternator /
voltage regulator output (which is also the battery charging
voltage).
Specifically, if I have a lot of OEM accessories in my 2008 Jetta 2.5 L SE, that are all turned on (e.g., heated seats, AC, defroster etc), or, if it's really hot and humid outside, and I have AC running at full speed, and the engine sensor is so hot that it turns on the engine cooling fans at full speed, too, and
voltage immediately drops and stays below 13.2 V (e.g., below 2.2 V * 6), but is still above 12V, is there a problem with the
alternator /
voltage -
regulator (mine's a combined part), or is that by design?
