analysis, investigation, experimentation, cooperation, and written, oral, or graphic presentation
of findings.
The Times did its own value - added
analysis based on seven years
of standardized test scores obtained from the school district under the state Public Records Act.

of every six eligible students, sat out at least one

standardized tests this year, more than double and possibly triple the number who did so in 2014, according to an
