The Suffolk County Legislature unanimously approved a bill Tuesday to create a law establishing a county registry for
animal abuse offenders, the first of its kind in the nation.
He says he hopes the legislature will pass a law requiring
animal abuse offenders to register with the state, much like the one for those convicted of a sexual crime.
Under this law, the sale or transfer of any «live vertebrate creature except man» to someone on the abuse registry or anyone who «purchases any animal on behalf of any person having resided in Cook County and listed as
an animal abuse offender» is a violation punishable by escalating fines for subsequent offenses.

For each count of
animal abuse, first time
offenders can be jailed up to 18 months and fined up to $ 15,000.

The registry (which includes name, address and photo of registered
offenders) is designed to keep track of individuals who have been convicted of
animal abuse crimes.
This temporarily restricted fund * supports the efforts of our Humane Law Enforcement team to investigate
abuse, prosecute the
offenders, save
animals in danger and fight
animal cruelty.
They are members of the Dog Advisory Work Group (DAWG), a court advocacy program under which individuals attend court cases to support not only victims of
animal abuse and dog - fighting, but law enforcement professionals who arrest and prosecute
offenders.
In some cases, 60 % of domestic violence
offenders also
abused animals at some point and 70 % of the most violent prisoners in a study of federal prisons, had serious
animal abuse in their histories.
Offenders who display violence towards
animals often subsequently commit violent acts towards humans whether it be domestic violence, child
abuse, or, as we saw tragically in Parkland, Florida in 2018, mass shootings.
This registry operates very similarly to a sex
offender registry where anyone who is convicted of an
animal abuse crime is required to register with the state in which they reside and is listed in this registry.
