Ideally the operation of the
program is legalized and codified by the adoption of a local ordinance to regulate the circumstance and procedures
under which the cats are humanely trapped and returned as a means of
controlling the community cat population and a compassionate alternative to putting healthy
animals to death.
If large numbers of unsterilized
animals are roaming the streets, then one of the first priorities has to be a massive spay - neuter effort, preferably along the lines of the Pets for Life
program, to get that problem
under control.
