In the West, whose
apostolic see could claim the sanction of both the prince and the prophet
among the apostles, the tendency was rather to stress (in the tradition of Clement of Rome, of Callistus, of Tertullian, of Cyprian, of Ambrose, and of Augustine) the Covenantal sanctions of the ministry in
succession both to the apostles and to the Old Testament prophets and priests.
