The House
Appropriations Committee also debated the lack of
funding allocations for spending
bills, which complicates the
funding process with less than two months remaining before the August recess.
The White House has announced that the President would sign the omnibus into law should it be adopted, though again, it stands virtually no chance of passage in the Senate, where appropriators have written
appropriations bills to different overall
funding levels.
Raising the spending caps does not automatically mean science agencies will now get a spending increase: Congress still needs to agree on a catch - all omnibus
appropriations bill that reflects this new higher spending level, and lays out
funding for individual agencies and programs.
The Senate
Appropriations Committee's Fiscal 2018 Energy & Water Development
bill, which was approved on July 20, would provide $ 5.55 billion for fiscal 2018 for the Energy Department's Office of Science, which
funds the nation's 10 national laboratories.
While the Senate's counterpart
bill has not yet emerged from the subcommittee that
funds NASA, Sen. Richard Shelby, R - Ala., chairman of the Senate
Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies, raised concerns about spending cuts included in the White House budget blueprint.
In another important spending
bill that
funds science programs that Senate appropriators have not yet taken up, the House
Appropriations Committee approved July 13 the fiscal 2018 Commerce, Justice, Science, and Related Agencies measure that would give NASA a $ 219 million boost above 2017 enacted levels.
In December, however, the 109th Congress left town for the last time, having passed two
appropriations bills — for the Departments of Defense and Homeland Security — but not the 9 other
bills needed to
fund the rest of the government for the 2007.
A House
appropriations subcommittee late last month approved the
bill, which keeps overall
funding for DOE's Office of Science flat at $ 5.39 billion but imposes deep cuts on applied renewable energy programs.
