So I've been trying to transition to walking / running on a flat treadmill, and I'm hoping that leaving
my arms out of my workouts will allow that muscle to atrophy the way you've described here.

Now that your baby's
out of your belly and in your
arms, it's time for a postpartum
workout!
Unfortunately, none
of them is getting the most
out of their
workout, because using only one rep range when training your
arms is pretty much like using only one isolation exercise to effectively develop a major muscle group.
You could try some
of the other lighter
workouts I post on my blog (and just leave
out any exercises that you can't do with your
arm).
If you wanted to you can also work your upper body depending on what else you add to the basic exercise, e.g. you can add in shoulder press,
arm raises etc. and make it a full body exercise allowing you to get the most
out of your
workout time.
Pull - ups are an excellent upper body
workout that will help you develop strong
arm muscles through the intelligent use
of your body weight as a tool for working
out.
There are a couple
of different moves you can perform in this chair, rest your
arms on the pads, hold the handles and bring your knees up towards your chest, or for a more intense
workout do a straight leg raise so bring both legs up together keeping them horizontally
out in front
of you.
I suggest doing these at the end
of your
arm workout when your biceps are good and weak, that way, even though the biceps is stronger than the forearm they are both worked
out evenly.
This means you don't need to do anything special other than GET YOUR ASS MOVING: you could work
out in high heels, a coat
of arms, and master chief helmet — that's better than the best
workout outfit that sits idle in your inventory chest back at home base.
