I start (and started) from the premise that the dramatic decline
in crude
oil prices that took place from August, 2014 ($ 96 / barrel), to March, 2015 ($ 44 / barrel), was due — on the one hand — to decreased demand, a function of slow economic growth
in Asia, Europe, and elsewhere, endogenous,
price - driven technological
change leading to greater fuel efficiency, and policy - driven technological
change that also has been leading to greater fuel efficiency, such
as more stringent Corporate Average Fuel Economy (CAFE) standards
in the United States; and — on the other hand — was due to increased supply, partly a function of the growth of unconventional (tight) U.S.
oil production (a product of the combination of two technologies — horizontal drilling and hydraulic fracturing).

Moreover, a new environmental review is needed to account for the dramatic
changes in the outlook for the tar sands industry,
as lower
oil prices and a global movement to address climate
change has led Exxon to write down billions of barrels of tar sands reserves and companies like Statoil and Total to pull out of the tar sands entirely.
While there are a variety of motivations for aggressive carbon
pricing, the
oil companies, such
as Shell, are seeking to be prepared for increasing concern
in industrial countries about the effect of carbon emissions on global climate
change.
A complete model of climate policy costs and impacts should,
in theory, make some of these data endogenous; climate damages can affect the rate of (business
as usual) growth of per capita incomes; climate policies can
change the
price of
oil.
So
as we ponder how we are going to deal with energy
prices, climate
change, dependence on foreign
oil and unlivable cities, let's make sure we incentivize the low hanging fruits of efficiency and cycling
in order to offset the higher costs of renewable energy, mass transit, and advanced vehicle infrastructure.
American politicians who really care about climate
change — I'm assuming this includes our president,
as well
as a majority
in Congress — should skip the summits and instead ask themselves why the
oil and gas
prices that started rising a couple of years ago (creating a boom
in alternative - energy research) have once again dropped to an artificial low.
Tar sands projects are already threatened by a slump
in oil prices,
as well
as pending global action to address climate
change.
In addition, this year we specifically look at leading talking points such
as the lifting of sanctions on Iran and the impact of
changing oil prices.

As such, our forecasts

Ryan discusses the death of Osama Bin Laden; Ryan reviews the economic news of the week; Ryan notices the correlation between increased home sales and interest rate drops; Louis notes we can't expect the housing market to be supported by further decreases
in rates
as they are already near historic lows; Ryan explains that interest rates
change once every four hours; Ryan notes the difference between getting a quote and being locked
in to an interest rate; Ryan advises the importance of keeping
in touch with your mortgage lender; Louis notes that interest rates
change a lot faster than home
prices; Ryan notes that the consumer confidence was up, Ryan and Louis discuss the Fed's decision to keep interest rates where they are and to continue the $ 600 billion QE2 program; Ryan and Louis discuss the Fed's view that inflation is nascent; Louis notes that not only does the Fed not see inflation that exists but disclaims any responsibility for it; Louis asserts that there is a correlation between
oil prices and Fed policy; Louis discusses Ben Bernanke's assertion that the Fed can't control
oil prices but that they somehow can control the impact of higher
oil prices on the rest of the economy; Louis also remarks on Bernanke's view of the dollar - the claim that a strong dollar can be achieved through the Fed's current policy
as it is their belief that they are creating a sound economy and therefore a sound dollar; Louis notes the irony of the Fed chastising Congress» spendthrift ways — if the Fed did not monetize the debt, Congress could» nt spend; Louis noted that
as Bernanke spoke the
prices of gold and silver rose
as it seemed that the Fed has no interest
in cutting off the easy money; the current Fed policy will keep interest rates low; Ryan notes that the Fed knows that they can't let interest rates rise because of the housing mess; Louis notes that the Fed has a Hobson's Choice - either keep rates low or let interest rates rise and cut off the recovery.
