The procedure for registration
as an electricity retailer is now being performed based on screening by the Electricity and Gas Market Surveillance Commission (EGC), which was established for the liberalization and reform of the energy market.
So now Rio and BHP Billiton have joined the lengthening line of companies asking for a carbon price, such
as electricity retailer AGL and technology company Siemens which were co-signatories of an open letter earlier this year.

This involves adjusting
retail electricity prices dynamically
as the amount of power in the grid changes so that consumers can modify their times of
electricity use to better match consumption with generation.
Since North Carolina does not have any laws requiring virtual net metering for cooperatives or investor - owned utilities, these bill credits are nearly always based on the utility's avoided cost of energy
as opposed to a credit calculated at the full
retail rate of
electricity (in other words, the per kWh credits are less than the per kWh price customers pay for their

The subsidies don't stop there either
as many if not all states pay residential consumers
retail rates for
electricity they «sell» back into the grid,
as opposed to wholesale rates that utilities pay to other suppliers.
Furthermore, in the case of solar, consumers (in Arizona at least, and I believe in other states
as well), are paid
retail rates when the «sell» their
electricity back to the utility
as opposed being paid wholesale rates — that is another form of subsidy that further distorts the market.
As a result, any identifiable location (e.g., head office,
retail space, warehouse, etc.) can choose green
electricity and / or green natural gas.

If the cost of solar
electricity is higher than the wholesale price, but lower than the
retail price then point of use solar capacity will be installed
as it saves people money on their
electricity bills.

History may judge the introduction of competition to the
