If a
journalist, plaintiff, researcher, historian or any
citizen hadn't thought to
ask for it within 90 days, too bad.
When
journalists are dealing with foreign affairs or the military, I think there's a natural tendency for them to feel like they are
asking questions not just as
journalists but also as
citizens, and that affects how they design the questions.
