their assigned neighborhood public school.

In Novato, parents are
assigned a
neighborhood school but can also apply for a transfer to one of the seven other
public elementary
schools in town.
A spokesperson for Dayton
Public explained that because the district doesn't necessarily
assign children to a
neighborhood school and families are allowed to choose where they send their children, parents have to register in order to obtain a
school assignment that would allow them to qualify for a voucher.

neighborhood public schools in that students are not
assigned to them based on address.
Public education traditionally
assigns children to
schools based on where they live, and children live in vastly different
neighborhoods.
Because of the entrenched practice of
assigning students to
public schools based on their
neighborhood of residence, urban
public schools tend to concentrate highly disadvantaged students in
schools characterized by low levels of safety and achievement.
This could take many forms, but is usually where a state or district agency uses an algorithm to
assign parents to
schools (whether charter, magnet, or their traditional
neighborhood public school) based on their preference rankings.
Still, in the 2015 - 16
school year, 51 % of CPS students (students enrolled in Chicago
public schools) opted out of their
assigned neighborhood schools; among high
school students specifically, this number jumps to 73 % (Hing and Richards, 2016).
