There is an obvious disparity between the funds made available
by the federal government to support free meals for low - income students and the revenue collected
by school districts (from federal «paid» meal reimbursements and student payments) to support the very same meals when served to children
at higher income levels.
It could do so
by requiring
school districts that charge lower prices to increase prices gradually so that, when combined with the federal subsidy provided for such meals, they eventually

It would take an entire book to explain how flawed the NSLP has become, how, starting in the 1970s and 80s, the program morphed from an anti-hunger initiative into one in which
