determined by the department; (vii) who have dropped out of
school; or (viii) other
at - risk students who should be targeted to eliminate achievement gaps among different groups of students.
Schools may use funds to provide the same services to other children and youths who are
determined by the LEA to be
at risk of
failing in, or dropping out of,
school.
