Outside of battle, the Y button can be pressed at any time to highlight the current on - screen area and possibly reveal dotted outlines over specific structures.

You can then touch the screen again to shoot at specific enemies or areas that you touch on.

Any time you get into a car it is added to you Car on Demand, to get a specific car you can call it up and have it delivered at a specific parking lot in the nearby area.
