results suggest that Tennessee's Career Ladder
Evaluation System was
at least partially successful
at rewarding
teachers who were relatively effective
at promoting student achievement.
As a
result of the all - or - nothing system dreamed up on the seventh floor
at 400 Maryland Avenue, states that wanted flexibility on accountability (number two) had to abide by the Department's new rules on
teacher evaluations (number three).

The retention
results suggest that
teachers who are rated more effective under the new
teacher evaluation system are retained
at higher rates than
teachers who receive lower ratings.
The current backlash against the Common Core and new
teacher evaluation systems is,
at least in part, a
result of our long history of underpowered, incremental reforms.
And it reverses Cuomo's plan to link

The areas where states reported struggling the most are getting the right
teacher evaluations in place, effectively rewarding
teachers who do their jobs well
at low - performing schools and dismissing the
teachers who are not getting
results.
At a more basic level, research can not address whether
teacher evaluation policies involving classification
result in the «right» tradeoff between false positives and false negatives.
Not surprisingly, a composite
teacher evaluation measure that mixes classroom observations and student survey
results with test score gains is generally no better and sometimes much worse
at predicting out of sample test score gains.

at East Tech in Cleveland to raise their graduation rate from 46 % to 73 % and scoring in the top 1 % nationally for growth on the NWEA, or working with
teachers unions to support their
teachers with quality professional development to support new
evaluations systems.

The best
result of the new
evaluation systems is that they put the measure of a
teacher's effectiveness
at the center of the conversation about improving student achievement.
Scholars
at the University of North Carolina Chapel Hill conducted a comprehensive
evaluation of the teaching fellows program and found positive
results, including a) graduates teach in schools and classrooms with greater concentrations of higher performing and lower poverty students; b) graduates produce larger increases in student test scores in all high school exams and in 3rd - 8th grade mathematics exams; and c) teaching fellows remain in North Carolina public schools longer than other
teachers.
«Most of these districts are trying really hard to think about
teacher evaluation in a good way and to use it developmentally, but there's still some cultural challenges,» Sarah W. Lenhoff, the assistant director of policy and research
at the Education Trust - Midwest, said about the Michigan
results.

Integrating authentic, rich evidence of student learning with the processes of
evaluation —
at the stage of goal - setting, throughout the course of the year, and
at the end of teaching cycles (a year, a semester, or a unit of study)-- can help
