Thus, it would be inappropriate to derive
an average charge for a settlement service comprised of sub-classes that have dissimilar cost characteristics because the nature of the service provided for each sub-class is clearly distinct.
(C) The creditor or settlement service provider uses the same
average charge for every transaction within the defined class; and
