As well as the obvious point that councils spend billions of pounds on important public services, an unexpectedly good or
bad local election result can have an important psychological effect on a party.
The Ipsos Mori polling comes hours after a polling exprt warned that Labour is set to lose scores of councillors in
its worst local election result while in opposition in decades.
