They seem to think that bigger is always better and that world - ending catastrophes are high enough stakes, but it is arguably more interesting to show personal character struggles while
balancing huge action set pieces.

I feel the same, not a
huge fan of RPGs but I'm getting into them as they dull the stat stuff a bit and add more
action, it'll be good to see how MHW
balances it.
But ambiguous
actions like «provide for effective teacher hiring and recruitment... and retention practices» leaves one wondering if this is just a euphemism for salary and benefit increases (at the same time the district is offering every single parcel of «excess» property it owns for sale in an effort to
balance it's
huge budget deficit, really?).
