One needs to consider the impact of restrictive collective
bargaining agreements that prevent rewarding good teachers and removing ineffective
ones, intrusive court interventions, and
useless teacher certification laws.
Due to the
one - size - fits - all nature of collective
bargaining, we have an appalling system whereby teachers can make more money simply by logging years on the job and by taking
useless professional development classes.
