The United Nations General Assembly emphasises that persons
belonging to minorities have the right to participate effectively
in cultural, religious, social, economic and public life; [29] as does the Vienna Declaration and Plan of Action calling on states to «ensure the full and
free participation of indigenous people
in all aspects of
society,
in particular
in matters of concern to them».
