A beta reader could be someone from your writing or reading group.

The main group I've found who * can't * beta read are those who aren't conscious of when they like or don't like something in a story (and thus can't provide any feedback about what's working or not working).

CS — Critique groups are great for so many things, but they don't get the big picture, which is why beta - reads can be so valuable.

And I could add to the advice about producing a quality product before publishing to run your work past some savvy beta readers or a discerning critique group to catch any parts that drag or are confusing, etc., then it would be best to get a professional edit from a reputable freelance editor who reads and edits your genre.
