Small numbers of students tested mean MCAS score gains in award - winning
schools may represent little more
than good luck.
The report notes that while larger public high
schools offer more program choices
than smaller ones, even
small public
schools do
better compared to private high
schools in programs for which data is available: Gifted or Honors classes, Advanced Placement, and distance learning.
A couple of
schools outside the Wilson HS boundary (labeled in the scatterplot below) show a similar pattern of
small and growing African American populations as
well boundary participation rates that are higher
than the city average.
It also runs 1,411 «
small»
schools of between 111 and 209 pupils, 856 of which are rural, as
well as 1,859
schools with more
than 210 pupils, where just 321 are in rural areas.
«[A]
school would do
better to invest in promoting collaboration, learning, and professional accountability among teachers and administrators
than to rely on VAMS scores in an effort to reward or penalize a relatively
small number of teachers» (p. 122).
But over the last few years, the Bloomberg approach has been vindicated by an innovative, multiyear study showing that the poor, minority students who attend
small specialized
schools do
better academically
than students in a control group who attend traditional high
schools.
These
small gains are
better than what researchers have seen after teachers attend training seminars or summer workshops — which cost
school systems millions of dollars every year.
An extra half a million pupils were now being in taught in
good or
better schools, it said, but almost 2.3 million children were still attending a «
small minority» of
schools that are less
than good.
