Are
Black Children Disproportionately Overrepresented
in Special Education?
«I have a responsibility to ensure that little
Black girls and boys, and all
children whose futures are uncertain or threatened by the disparities
in our
education systems, know that they too are
special and have adults fighting on their behalf.
Once adjusting for free - lunch status and other basic demographics,
black children in the NSCH participate
in special education at a rate that is not statistically different from white
children.
For
black children, the relationship between race and
special education remains positive but gets smaller
in magnitude and becomes statistically insignificant.
If well - intentioned but misguided advocates succeed
in arbitrarily limiting placement
in special education based on racial demographics, even more
black children with disabilities will miss out on beneficial services.
Critics claim that this high number —
blacks are 1.4 times more likely to be placed
in special education than other races and ethnicities combined — shows that
black children are put into
special education because schools are racially biased.
The belief that
black children are overrepresented
in special education is driving some misguided attempts at policy changes.

I probably cover Lakewood's morally and fiscally bankrupt schools too often, but this Ocean County school district that enrolls almost entirely Latino and
Black low - income students pushes all my
education reform buttons: tyranny of the majority (
in this case the ultra-Orthodox residents who control the municipal government and the school board); lack of accountability; lack of school choice for poor kids of color but anything goes (at public expense) for
children of the ruling class; discrimination against minority
special education students.
Rather than helping
children and parents and informing teachers, tests are being used to justify academic tracking, over-representation of
Black and Brown kids
in special education, push outs and school closings.
Ferguson - Florissant meted out at least one out - of - school suspension to 11 percent of
black children condemned to its
special ed ghettos (including kids covered by Section 504 of the Individuals with Disabilities
Education Act); that rate is double the 4.9 percent of
black kids condemned to
special ed
in St. Louis who were suspended once from school.
