In most cases, true house training can't begin until your puppy is six months old because puppies younger than that probably lack the bowel and
bladder control needed for true house training.
They are often unaware they need to relieve themselves until moments before they do, so it takes time for them to build up
the bladder control needed for proper toilet training.

need to use an indoor potty spot with your very young puppy until they mature, learn some
bladder control and then use the outside exclusively, I wouldn't ever consider a turf box or tray.
The younger your puppy is, the less bowel and
bladder control he'll have and the more potty trips he'll
need.
