@rob - I assume if you open a
rear bleeder valve you are getting fluid when you push the pedal.
This gun includes both

If you are only doing bleeding, you can get away with the box end of a combination wrench as you can put it on
the bleeder valve before attaching the drain tube and just keep it on as you open and close the valve.
It looks to me like
the bleeder valve (circle one underneath) is right below the radiator.

Your mechanic just imagines that
your bleeder valves are rusted shut (and they might be), so he's using the lift as an excuse.
In my case, I first made sure I purchased replacement
bleeder valves and then used a locking wrench (Vice-grip) and used brute force to completely remove the bleeder valve and replace it with a new one.
In my particular case, the problem was made worse because the last person to have bled the brakes over-tightened the valve so far that he or she rounded the nut portion of
the bleeder valve.
My ultimate diagnostic test in determining that it had to be a faulty caliper was this: Once I drove the truck around and got the brake nice and tight, I jacked it up, pulled the wheel off, and opened
the bleeder valve.
For
the bleeder valve to break off, the bond between the threaded portion and the cylinder assembly would have to be stronger than the material strength of the bleeder valve itself.
If not, open one
bleeder valve, Have someone push the pedal til it bottoms out, close the valve.
You'll also want to check to make sure that
the bleeder valve is functioning.
