I would submit that trad publishing could do worse
than adopt the Baen Free Library concept for ebooks and to allow
bookstores to «remainder» midlist authors for one or two copies to local
libraries.
If you want to get your book in
bookstores and
libraries, you're going to have to make it happen, and it's easier said
than done.
