In the aggregate, these reductions represent the toughest NIH budget proposed by any Administration in over 40 years, and would return the NIH budget nearly to its pre-doubling level in constant dollars (see
budget graph above).

In the
graph below, you can see that we may be in line for more of the same, unless the market is wrong about oil futures, since the
Budget 2013 WTI forecast again lies
above the futures price.
In fact, both defense and nondefense spending will now be lifted far
above what the
Budget Control Act ever allowed even before sequestration kicked in, underscoring the return of Congressional preferences for spending over fiscal discipline (see
graph showing nondefense spending below, and click here to see defense spending).
As can be seen in the
graph above, employer contributions are already eating up a significant portion of public employer
budgets, and are on the rise.
