I've only used
bulgur before in tabouli, which doesn't get into heavy rotation until summer comes and there are real tomatoes to add.
I admit, never have prepared
bulgur before, but this recipe includes a few of my favorite ingredients..

You can use bone - in, too, but I would simmer them in the liquid for about 5 minutes
before adding the
bulgur, to assure they get fully cooked.
The day
before, mix together a
bulgur salad (see the recipe) with cherry tomatoes, yellow squash and loads of fresh herbs.
Hmm... I haven't tried it
before but think it would be difficult to do a complete substitution because the
bulgur is a whole grain with texture compared to a ground wheat flour.
